Demographic change has made enrollment forecasting a scenario exercise rather than a projection. Institutions that plan against a single expected number are, in effect, planning against a hope.

This panel contribution focused on how finance and enrollment leadership build shared scenarios: a base case, a compression case, and a case that assumes a structural shift in program demand rather than a temporary dip.

Reserve strategy matters most here. Reserves held without a stated purpose invite pressure in every difficult cycle; reserves mapped to specific risks give leadership permission to spend them at the right moment.

The discussion closed on a governance point. Boards absorb volatility better when they have seen the scenarios in advance. Presenting difficult numbers early is a credibility strategy, not a risk.
